Jail Authority Gets Good News

The Lincoln and Sagadahoc Multicounty Jail Authority voted to
accept the guaranteed maximum price of $19.5 million for the
construction of the new Two Bridges Regional Jail at the
authority's April 6 meeting. Governor John Baldacci is scheduled
to attend the groundbreaking ceremony May 4 at 11 a.m.
Curtiss Pulitzer of consultants Pulitzer & Bogart Associates,
told the authority, "This is a momentous day, and we are really
pleased with this guaranteed maximum price offered from H.P.
Cummings." The authority voted unanimously to accept it and
thanked the design committee for their hard work on the project.
"We are in good shape," Pulitzer said.
"We are ahead of where we thought we would be at this time,"
Jim Gilman, Clerk of the Works said. "Everything is going
great."
Jail Administrator Wayne Applebee also had good news for the
authority.
"The operating budget, which is non-bondable expenses, was
under- spent for the month of March by $5,340." The anticipated
budget for March was $32,745; the authority spent $27,405.
Maine Country Store Property
The Maine Country Store building and property is still being
considered by the authority as a possible site for use by jail
authority employees and the construction workers.
The authority now employs two people, Applebee and Mary Sue
Weeks, who now work in offices at the Lincoln County Courthouse.
The jail is set to be finished in the fall of 2006.
The authority had looked into buying three modular trailers
from Maine Yankee. However, the cost of moving the trailers, and
hooking them up to public water and the public sewer system
would be costly for temporary use.
"The Nichol property is more valuable to the authority than the
three modulars at Maine Yankee," Allan Houston said.
Sagadahoc County Sheriff Mark Westrum said, "It's a prime piece
of real estate. We could certainly re-sell it and get our money
back."
"Perhaps we could consider selling part of the 70 acres of land
to help purchase the property," Houston said.
"We didn't talk price, when we toured the building," Houston
said.
The authority authorized Houston to get an appraisal of the
property.
The asking price of the site is $395,000; the town has it
appraised as $242,000.
"We will certainly go with what will be the most cost
effective, and in the best interest of the taxpayers," Houston
said.
Job Descriptions Approved
The authority approved the job descriptions for the
correctional Supervisor II and the correctional officer for the
new jail.
The job objective for the correctional supervisor II position
is a mid-level supervisory position, responsible to the
assistant correctional administrator. Duties will include
supervising the care, custody and safekeeping of all inmates at
the new jail.
The correctional officers "will supervise inmates to ensure a
safe and humane environment; handle inmate discipline fairly and
effectively; responds to inmates requests in a fair and balanced
fashion: build positive rapport and personal credibility with
inmates; supervise inmates in a clear, well-organized and
attention getting manner; resolve inmate problems and conflicts;
and maintain effective administration and staff relations,"
according to the job description.
The experience required for the correctional supervisor II is
three years of continuous service in corrections and 12 months
experience in supervision.
The experience required for the correctional officer's position
is two years of post secondary education or employment.
Both positions require successful completion of the Maine
Criminal Justice Academy Basic Corrections course.
